Fubara Emphasizes Civil Service as the Engine of Governance at 48th NCE Session
Rivers State Governor, Sir Siminalayi Fubara, has strongly underscored the critical role of the civil service in driving sustainable development and effective governance. Speaking at the formal opening of the 48th session of the National Council on Establishment (NCE) held in Port Harcourt, the Governor described the civil service as the vital engine room of any functional administration.
According to Governor Fubara, the civil service is not merely a bureaucratic setup, but the core institution through which government policies are translated into tangible, life-changing programmes for the citizenry. He emphasized that without an efficient and dedicated civil service, even the most well-intentioned governmental policies and developmental priorities would fail to reach the people.
Addressing the NCE delegates, which includes Heads of Service from across the federation and permanent secretaries, Governor Fubara charged them to prioritize quality performance, ethical leadership, and professionalism. The Governor also seized the opportunity to highlight his administration’s unwavering commitment to the welfare of Rivers State workers. He reiterated that prompt payment of salaries, implementation of promotions, and the creation of a conducive working environment remain non-negotiable priorities for his government, as motivated workers are key to unlocking public sector efficiency.
